Overview
The creator outreach cap is the limit TikTok Shop places on how many brand-new creators a shop can cold-invite through Targeted collaboration invites in a given period. The cap scales with the shop's trailing 30-day GMV: bigger shops can invite more creators.
This is a platform rule, not a software limit. No tool can exceed the number of net-new invites TikTok itself allows, and replies or follow-ups to creators you have already contacted do not count against the cap.
Why it matters
It sets an honest ceiling on how fast a brand-new shop can recruit affiliates through targeted invites. A shop with low trailing GMV cannot cold-invite thousands of creators in a week no matter what tool it uses.
